In order to make the tunnel construction working in a safe contation and keep away from some accident, National Security Supervision Bureau,Ministry of Transport,The State Council Governing Committee and State Railway Administration have set out "the new nine rule in tunnel construction".

1 Must have full certificates. Prohibit some cases,such as work without certificates,assign,subcontract illegal and staff working without education train.

2 Must draft out the special construction scheme on standard and design requirements and work strictly on project,prohibiting change construction method arbitrarily.

3 Must strength the construction procedure and management at present,making sure the prevention is at the best condition and prohibiting the hysteresis of support and prevention,and safety interval exceed standard.

4 Must check some relevant rules about hydrological geological forecast in advance.If the data exceed the standard,you must stop it and evacuate staffs.

5 Must make some supervise about hazardous gas,strengthen the management of ventilation.

6 Must control the number of operaters, adopting mechanical work,prohibiting work too much staff.

7 Must set tunnel for escape according to the rules,prohibiting work without safety equipment.

8 Must use explosives according to some related rules,prohibiting transport,deposit these explosives at the construction site.

9 Must make a emergency plan and equiped rescue equipment,prohibiting the wrong conduct and risk rescue after accident happened.
